The Judges is the fourteenth book of the Mishneh Torah, completing the Rambam Halachic Code. It is dedicated to the functioning of society according to the laws of Judaism. The highest legislative body, which has the right to interpret the Written and Oral Torah and make Halachic decrees, is the Great Sanhedrin in Jerusalem, which acts as the guarantor of both the safety of the Oral Torah and its functionality. The Great Sanhedrin is at the head of an extensive judicial system. The legislature and the judiciary are merged into one. Administrative (tsarist) power stands apart.
